Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
If someone pushes to a branch that has an open PR, it runs twice, so once branch stabilises a bit, we should make it run a full build only on PR and have tests run only on push.
